The Office of Public Works in Ireland is undertaking an in-house Catchment-based Flood Risk Assessment and Management (CFRAM) Study of the Suir catchment in Ireland as part of the National CFRAM programme.

The primary objectives of the study are to (a) identify and map the potential existing & future flood hazard and flood risk areas for a range of Annual Exceedence Probabilities (return periods), and (b) prepare a strategic flood risk management plan (FRMP) that identifies a programme of prioritised studies, actions and works that achieve cost-effective and sustainable management of flood risk within the catchment.

Central to the work is the development of a suite of 1D and 2D models that predict the likely extent, depth and velocities of flood events in the catchment for a range of return period events. These models are continuously linked from the headwaters of the catchment to its outfall and are developed using the 1D solver within Flood Modeller.

Flood Modeller was selected for its advanced solvers, which have become some of the fastest and most robust solutions available, making them an ideal choice for a wide-range of engineering and environmental applications. The solvers have been subjected to extensive testing and benchmarking, including the exercises that were undertaken by the Environment Agency (England) in 2003 and 2013 which showed Flood Modeller to have high accuracy in the tests.

High-priority areas along the reach are also modelled in 2D using combined Flood Modeller-TUFLOW models. The TUFLOW Link allows information, such as flow and water levels to be exchanged between the two models and fully combines the strengths of Flood Modeller such as 1D open channel flow, a wide range of structures and complex operating rules alongside TUFLOW’s 2D domains.

An extensive programme of data collection has been completed to facilitate the development of the models. This includes surveying of river cross-sections and watercourse structures, capturing of the ground information in a digital elevation model, surveying of defence assets and collation of anecdotal flooding information.
